You might say that Booker Conley, Lawyer Edward Reid and William C. Allen are the fathers of the Utilities Board of the City of Tuskegee (UBT). These three Tuskegee citizens submitted an application to the Tuskegee City Council seeking to incorporate a utility operation that would include a water works system, sewage system and electric system.
The process moved forward, culminating on January 27, 1970 when then Mayor C.M. Keever and the Tuskegee City Council, unanimously adopted a resolution supporting the incorporation of a public corporation that would be responsible for utility services.
Booker Conley, Lawyer Edward Reid, and William C. Allen, as the incorporators of the corporation, undersigned the Certification of Incorporation of the Utilities Board of the City of Tuskegee. The Certification of Incorporation spelled out the following:
